Elena Neves
Elena (Elsa Pataky) was the love interest that Dom found in Fast Five - until Letty returned from the dead in Fast and the Furious 6. Elena went on to work with Hobbs at the DSS in Furious 7, but apparently, she had quite the secret.
In Fate of the Furious, Elena makes a surprise return when it's revealed that evil hacker Cipher (Charlize Theron) has captured Elena and her infant son as leverage against Dom, who never knew he was a father until Cipher broke the news to him.
Elena kept the baby a secret out of respect for Dom and Letty's love; however, that sacrifice becomes a complete one, when Cipher has Elena shot as punishment for Dom's disobedience.

Owen Shaw was the villain of Fast and the Furious 6, and is brother to Jason Statham's Deckard Shaw from Furious 7.
After F&F6, Shaw is imprisoned in a CIA black site, but Dom cuts a deal with his mother (Helen Mirren) to provide the location of that site, so that Deckard can spring Owen.
Together, the Owen brothers crash Cipher's plane base and rescue Dom's son, with Luke Evan's making a surprise appearance in the final, action-packed, act of the film.

Before Tyrese and Ludacris were the franchise's comedic duo, there was Tego (Tego Calderon) and Rico (Don Omar).
We met the pair in the Los Bandoleros prequel short to Fast & Furious, and then met them again in that film, and Fast Five, as official members of Dom's crew. After the Fast Five heist, the pair dropped out of sight, presumably spending their ill-gotten money in casinos.
In Fate of the Furious, the pair make a fun cameo appearance, in a flashback scene that shows how Dom scammed Cipher and got Deckard and Owen Shaw on his side. Tego and Rico acted as unseen couriers Cipher would never notice, but we the audience loved seeing.

Fate of the Furious brings back a lot of characters form the franchise's past - but it also makes direct reference to other characters, without bringing onscreen. Here are a few of those:
Jakande (Djimon Hounsou) - The warlord seen in Furious 7 appears on a screen in Fate of the Furious as part of an analysis of Dom's unknown history with Cipher. Jakande was hired by Cipher to steal God's Eye in Furious 7 - a plan Dom and his crew squashed.
Brian & Mia - The big question hovering over Fate of the Furious was "How Would They Explain Brian's Absence?" Fate of the Furious addressed the issue in on quick, but powerful moment. When the chips are down, and "Evil Dom" has his team outmatched, Roman solemnly says that Brian would know what to do. Letty squashes that idea immediately, saying Brian and Mia got out, and must say out. R.I.P. Paul Walker.
