Riddler gives Barbara, Tabitha, and Butch a heads up about Penguin.
After putting aside their differences in order to escape the underground prison the Court of Owls put them in and now that their six-hour ceasefire is over, Penguin and Riddler can go back to trying to kill each other. And since Penguin warned Riddler that he has put together an army filled with Hugo Strange's monsters, he heads to the Sirens nightclub to make his own alliance.
After explaining how he escaped with the help of red Jell-O and revealing Penguin is very much alive, Tabitha doesn't believe him and thinks he is setting them up. Barbara snaps at Tabitha, saying she would know about betrayal. Riddler puts a momentary end to the argument by saying to Babs, "In the interest of cooperation, [Tabitha's] backstabbing actually led to the answer you were seeking: Who controls Gotham? It's an organization calling themselves the Court of Owls."
Babs is unsatisfied with that answer. She wants to know who they are and what they want, but Riddler doesn't have the answers to those question. Either way, he knows that the Court of Owls isn't interested in Gotham's underworld at the moment, so they should remain focused on stopping Penguin.
Butch thinks that's a Riddler problem, not theirs. He's wrong. "The three of you conspired to help me murder him," Riddler explains. "So in Penguin's eyes, we're all guilty." They agree and begin working on a solution.
