The Queen of the Xer'sai has had a rough month, as her rework was, at first, not a terribly rousing success. While her numbers have rallied dramatically since her buffs in Patch 7.12 it seems that Riot still believes that she's too weak. Meddler took to the forums today to announce another round of buffs for Rek'sai, buff that had been live on the PBE for a couple days by the time of his announcement.
"We've got some follow up changes for Rek'Sai in testing," Meddler said, "though a bunch of them will be pretty hard to datamine. Mainly bug fixes and useability, though we're also testing an AD ratio buff on the ult, belief being that's still underperforming a bit versus where it should be.
Q - does a better job of spell queueing
W - Standardized unburrow time for W reactivation versus right click (right click was slightly slower), knockback for secondary targets now clears the CC properly on knockback end (was lingering sometimes)
R - Ratio 1.6 -> 1.85, CD updates properly for allies, visual effects clean up."

At least one of these changes are live on the PBE as we speak. Rek'sai's ultimate has already been buffed up to it's new bonus AD ratio on the PBE, which is one of the highest AD ratios on any skill in League of Legends. Once you factor in the percent damage that is also on the skill, it's safe to say it's the highest damage single target physical spell in the game. If Void Rush wasn't already one-shotting you, it will come patch 7.13.

The question is: do these changes actually help solve any of the problems that are keeping Rek'sai down now? It seems pretty unlikely to be the case, as Rek'sai's core issue at the moment stems from her lack of a real role as the game goes on. Unlike other divers like Vi or Jarvan IV, Rek'sai doesn't really have the ability to stick to the back line in the later stages of the game. Her ultimate is a good reinitiation tool for when she does get peeled, but it's damage fall off dramatically against targets that aren't already rather bloodied, which isn't likely to be the case in a typical front-to-back teamfight in the late game. Buffing the damage that Void Rush does isn't going to make her better in the situations that she already struggles in.

What it will do, however, is buff her already incredible early game. Rek'sai already is the second best jungler in games that end before twenty-five minutes, and anyone who's played against a good Rek'sai lately knows why. She snowballs like crazy. Rek'sai's damage numbers are so insane at the moment that getting caught be her on a side lane is a death sentence for any champion save the truly exceptional duelists like Fiora. Putting more damage on Void Rush will make Rek'sai even more lethal during the early and mid game, but does nothing to help out her anemic late game. Unless Rek'sai gets some new tools to help her in the late game outside of damage, she's never going to catch on as a popular jungler, even if her win rate makes her look good.

No one wants to main a champion that has a lower win rate than junglePantheon in forty minute games. If Riot wants to bring back Rek'sai, they need to acknowledge that.
