Sableye is an interesting Pokemon in the main series games as its only weak to Fairy-Type attacks, which gives it a lot of utility especially after it Mega Evolves. Unfortunately, none of Sableye's strengths really translate to Pokemon Go, as its lack of weaknesses can easily be overcome by brute force. While Sableye has the rarely seen Ghost-Type move Shadow Sneak, there's really nothing this Pokemon brings to the table to give it any use in either gym battles or raids.

Banette is potentially the most intriguing Pokemon of all the new additions in Pokemon Go, thanks to its Shadow Claw/Shadow Ball move combination. Shadow Claw has the highest "Damage per second" stat of any Fast Ghost-Type move, but to date only Haunter (and Typhlosion) has been able to learn it, which has largely blunted its effectiveness. Likewise, Shadow Ball is the strongest Ghost-Type Charge move, so Banette has (for now) the strongest Ghost-Type move combination in the game.
When coupled to its non-weakness to Psychic-Type attacks, Banette has some viability as a secondary attacker in raids against Mewtwo or Alakazam.

Dusclops is really a work in progress in Pokemon Go. Dusclops picks up another evolution in "Gen 4," so players shouldn't be too put off by its poor moveset and low CP. After all, its CP is only a couple hundred lower than Haunter, which eventually evolves into the strongest Ghost-Type Pokemon in Pokemon Go. Dusclops is a Pokemon that you'll want to hoard candy for, but its usefulness will be limited in the current game.
