Another officer interrupts to tell Detective Lance that he hasn't been able to trace the phone that the vigilante gave him, which gives Laurel an idea. Laurel steals the phone and calls Arrow for help. Arrow pays a visit to see Laurel, and Laurel tells Arrow how she suspects her best friend's brother was killed. Arrow tells Laurel that he heard what she said about him to her father, and he calls her out for using one killer to find another killer. Back at his hideout, Oliver tells Diggle that Laurel reached out to him. However, they are interrupted because Oliver hears Tommy Merlyn yelling at the contractor in the club above. Tommy suggests to Oliver that they hold a fundraiser in the club for firefighters. Meanwhile, Detective Lance has figured out that Laurel took the vigilante's phone, and he's not happy. Back at the Queen's mansion, Queen Consolidated's COO Ned Foster is hassling Moria Queen about stepping in and running the company since Walter is missing. Diggle interrupts to tell Oliver that there's a group of firefighters that need the man in the hood. At the fire, someone dressed as a firefighter pushes another firefighter over a railing into a fire. Arrow tries to stop the killer, but he is pushed to the ground. Arrow sees a burn and a firefly mark on the man's hand. Arrow calls Laurel and gives her a description of the killer and his vehicle. Laurel goes to a firehouse to question the fire chief. In particular, Laurel wants to about Garfield Lynns, who died in a fire two years ago. The fire chief is reluctant to talk about the fire that where Garfield died, and Laurel calls Arrow to tell her that she didn't get anywhere. Back at his hideout, Oliver is doing research on Garfield Lynns, when Diggle apologizes for pushing him. Oliver says he isn't afraid of death, but he was afraid of the affect it would have on his family and friends if they lost him again. Diggle tells Oliver that it's better to stare down death with something to live for. At the nightclub benefit for firefighters, Laurel gives Tommy a kiss, and Tommy jokes if they get anymore people inside they are ironically going to violate the fire code. Oliver confronts the fire chief over the fire where Garfield Lynns died. The fire chief confesses to having left Garfield Lynns to burn, because he couldn't send his firefighters back into that fire. Garfield Lynns shows up at the benefit and sets the nightclub ablaze. Garfield Lynns sprays down the fire chief, and Oliver rushes away to change into Arrow. Garfield confronts the fire chief over leaving him to die in a burning building. Garfield reveals that he was pulled from the building as a John Doe, and he now plans to get his revenge. Arrow stops Garfield from setting the fire chief ablaze. Garfield says he's not afraid to die, and Arrow offers to get him help. However, Garfield turns and walks into the fire to die. Back at the Queen mansion, a TV news reporter describes the vigilante as a hero. Also, Moria Queen tells Oliver and Thea that she's going to take Walter's position at the office. Joanna gives Laurel her brother's badge to give to Arrow as a thank you. Detective Lance shows up and tells Laurel that maybe it's a good thing that she got the hood involved. Laurel gives her father the vigilante's phone back, but Detective Lance gives it back to her to use. However, it turns out Detective Lance was just adding a transmitter device to the phone so he could listen in to Laurel's calls with the vigilante.
