What characters is Marvel Studios considering utilizing in short films or developing into full length feature films? In an interview with Entertainment Weekly, Marvel Studios co-president Louis D'Esposito gave some insight into which characters are on his mind. Louis D'Esposito directed both the Item 47 and the upcoming Agent Carter short films. Before Peggy Carter got the nod for a short film, there were quite a few other Marvel Characters that D'Esposito considered, including Black Panther, a young Nick Fury, Loki, Ms. Marvel, and Black Widow. However, none of those characters got the go ahead, because of one major issue. D'Esposito said, "We would love to, but it's difficult because there's a cost to that." An additional difficulty with introducing new characters like Black Panther and Ms. Marvel in a short film is that it could create casting and costume issues for future feature films. Even though it would be difficult to cast a superhero in a short film, D'Esposito seemed to hint that the Agent Carter short film could be a test to judge the public's reception to a Marvel film with a female lead. D'Esposito said, "You know, maybe people see this and they say, 'I love Hayley Atwell as Peggy Carter,' and maybe we have to do Ms. Marvel, or give Scarlett Johansson's Black Widow her own film."
