Which Arrowverse Villains Could Join Legends of Tomorrow's New Villain Team?

Killer Frost
Fans were surprised to discover The Flash's Caitlin Snow (Danielle Panabaker) seemingly void of her Killer Frost alter-ego in the show's season four trailer. With Panabaker hinting to ComicBook.com at San Diego Comic-Con that fans of her villainous persona won't be disappointed in next season, it definitely sounds like that version of Caitlin will return at some point.
With that in mind, it would be a pretty interesting turn to see some part of Killer Frost's comeback take place in an episode or two of Legends of Tomorrow. For one thing, there is precedent for it, as she is one of the Secret Society's original members in the Justice League cartoon.
And while many of the members of the Legends have interacted with Caitlin onscreen, none really have a significant dynamic with her, aside from Martin Stein/Firestorm (Victor Garber). This could create an interesting conflict between the members of the Legends, and give Panabaker a new outlet to portray Killer Frost without the added Team Flash drama on top of it.
And thanks to the time-traveling nature of Legends, Killer Frost could very easily appear for an episode or two without it effecting The Flash's storyline. While it's unclear how Grodd and Damien Darhk get a hold of time travel technology, they could very easily pick up a version of Killer Frost who is deep in her evil persona, particularly from the later half of The Flash's third season.

Another - albeit much more obscure - The Flash villain who could easily make an appearance is Shade. The antagonist appeared in The Flash's third season, but was given a rather forgettable entrance into the Arrowverse - so much so that we didn't even learn his real name.
In other media, Shade is known as Richard Swift - an immortal metahuman with the ability to manipulate and shape shadows. Shade also served as an original member of the DCAU's Secret Society, making it not entirely out of the question that he could make a return appearance.
With his powers being relatively simple - and his appearance on The Flash being relatively small - Legends could have an opportunity to rework the character of Shade, and even re-cast him, if necessary.
Not only would his appearance on Legends further pay homage to the original Secret Society, but the stylistic, episodic nature of Legends of Tomorrow could create some fun opportunities to turn him into a bonafide, almost horror-esque villain.

Parasite was also introduced to the DCTV universe last fall, appearing as the villain of the week in an episode of Supergirl.
While the Earth-38 version of Rudy Jones met his demise, there's no reason why the Earth-1 version of him couldn't appear on Legends. With aliens already well-established within Earth-1 (thanks to last year's 'Invasion!' crossover), the same alien parasite could easily attack Rudy's Earth-1 counterpart - or even another character altogether, should Legends decide to recast the role as well.
Parasite's presence on Legends would be a rather interesting one, seeing as the titular team hasn't really single-handedly taken on an alien being. And with Parasite able to absorb the life energy and powers of other heroes, it would put the Legends in a rather sticky situation, should one of their super-powered team members get into his grasp.

Brie Larvan (The Walking Dead favorite Emily Kinney) has had a peculiar place in the Arrowverse, with the character facing off against the teams on both The Flash and Arrow.
While her last appearance in Arrow's fourth season left her in a coma, there's no reason why her health couldn't be restored - allowing her to come back to a third Arrowverse show - Legends - with a vengeance.
Brie would pose an interesting challenge to the Legends of Tomorrow - especially depending on what time period they met her in. Not only would her nanotechnology be a massive anachronism in a much earlier time period - but she would possibly be able to update it even further, if the Secret Society made a pit stop far into the future.
If she were to appear, Brie would also create an interesting challenge for two team members of the Legends. For one thing, there's Ray Palmer/The Atom, who faced off against Brie in The Flash's 'All Star Team Up', even bestowing the antagonist with her supervillain moniker.
And there's also Zari Adrianna (Tala Ashe), who is (reluctantly) set to join the team early on in season three. As a hacker from the dystopian world of 2042, Zari would have a unique approach to defeating the technologically-advanced Brie - and could result in a storyline unlike any of Brie's past appearances.

And finally, the fan-favorite antihero is already expected to return in Legends' third season, but is set to appear 'in a new way.'
Leonard Snart (Wentworth Miller) served as a member of the Legends in season one, before sacrificing himself in the penultimate episode of the first season. He returned in a much smaller role in season two, after being pulled out of time by Eobard Thawne and the Legion of Doom.
With the version of Snart fans know and love essentially getting his happy ending during the season two finale of Legends, many have wondered what version of him we could get in season three. What if the Snart in the Secret Society isn't Earth-1 Snart, but one from another earth?
Given Grodd's previous experience with hopping universes, it's not out of the question that he could find a way to recruit another Earth's version of Snart. It not only would give fans a completely unique portrayal of Snart, but it would create a hell of an interesting meet-up with the Legends - particularly with Earth-1 Snart's one-time love interest, Sara Lance, as well as his former partner and soulmate Mick Rory/Heatwave.

The series returns to Tuesday nights at 9 p.m., following new episodes of The Flash, in October.
Once reunited, the Legends will challenge the Time Bureau's authority over the timeline and insist that however messy their methods may be, some problems are beyond the Bureau's capabilities. Some problems can only be fixed by Legends.
Supergirl premieres on Monday, October 9th at 8 pm, while The Flash debuts on Tuesday, October 10 at 8 pm. Legends of Tomorrow moves to Tuesdays this Fall, airing right after The Flash on October 10. On Thursday, October 12 at 9 pm Arrow will premiere to round out the DC roster.
