'Justice League of America's Vibe' #3
Breacher, real name Quell Mordeth, first appeared in 2013's Justice League of America's Vibe #3 as part of the "Trial by (Flash) Fire" storyline. Like his daughter Gypsy (real name Cynthia Mordeth,) Breacher can project energy and teleport. Gypsy is also pretty adept at hand-to-hand combat, a skill one can safely assume she learned from her father. On his home Earth, Breacher leads a rebel army to overthrow the supervillain Rupture, aka Armando Ramon, brother of the superhero Vibe.
In comics, Breacher wears an Iron Man-like mech suit. Due to exposure to large amounts of interdimensional energies caused Breacher's body to dissipate, forcing him to remain inside the mech suit in order to stay alive.

On The Flash, veteran actor Danny Trejo will play the role of Breacher. The CW version of the character is described as "a feared bounty hunter from Earth-19 and the imposing father to inter-dimensional bounty hunter, Gypsy." While it doesn't sound like the character's comic book history will fully translate to the episode -- namely Breacher has a much different costume on The Flash -- things will still be complicated. Executive producer Andrew Kreisberg recently said that things will be a bit strained when Breacher and Team Flash first meet.
"We just thought it would be a great episode," Kreisberg said. "Gypsy and Jessica, they're so tough and so strong. We're like, 'Obviously she came from somebody strong,' and we just thought it would be a hilarious idea for Cisco, who's managed to melt Gypsy's heart, being unable to do the same with her father."
And just how hard is Breacher's heart to melt? Well, let's just say that the Earth-19 bounty hunter may have just made Cisco his next target.
