The most common error is likely the culprit here: something got lost in translation.
With scans and episode synopses originating in Japan, there's also the risk that translations from eager anime scoop hunters or fans will come back with slight errors that cause much bigger interpretive issues. In this case, a rundown of fighter numbers for Universe's 6 and 7 may have just been off by one.
Either way, if that's true, the rest of the scans and synopses for this portion of the Universal Survival saga will be a lot more suspect, going forward. It's would be prudent for fans to remain skeptical, in general, as there could be some important semantics at play here...

There could be a big sleight of hand happening here, when you consider what could be coming next for Frost. Right now, Frost rounds out Universe 6's team at eight, but as previews for episode 108 show, Frost will be battling Gohan - with a little help from Freeza!
Yes, Dragon Ball Super fans have been expecting Freeza to betray Frost for some time now - it's really just a question of how, exactly, the change in their alliance will manifest.
On the one hand, Freeza could eliminate Frost - or allow his ally to fall in battle against Gohan. A loss for the Universe 6 team only improves the chances for Universe 7, and it should be remembered that Freeza's main goal in the tournament is victory in exchange for the Super Dragon Balls that can resurrect him. With Frost being a potential equal threat to Freeza, getting him out of the way would also increase the latter's chances at winning future matchups.
There's also another fan theory: Frost and Freeza will fuse! By our count, this could happen one of two ways:
- Freeza and Frost use any one of the established fusion methods to merge into an all-powerful new form.
- Freeza somehow betrays Frost and absorbs his power and/or life-force by force.
In either case, the number of Universe 6 fighters would drop to seven with Frost's fusion/elimination at Freeza's hands, making Universe 6 and 7 equal at seven fighters.
That's all just theory, but the Freeza/Frost alliance has been building to something, and seeing Freeza fuse would definitely be exciting payoff.
