Tyranitar
Although Tyranitar is considered to be somewhat of a "glass cannon" in Pokemon Go's metagame, its strengths and type advantages are specially suited to defeating most of the game's potential Legendary Pokemon.
As a Rock-type Pokemon, Tyranitar has a natural advantage over the five Flying-type Pokemon, and it also picks up an advantage over Mewtwo as a Dark-type Pokemon. In fact, there's only two Legendary Pokemon that Tyranitar doesn't have a type advantage over: Suicune and Raikou.
Tyranitar's best moveset containd Bite and either Stone Edge for facing one of the Flying-type Pokemon or Crunch for attacking Mewtwo.
Although Tyranitar is typically hard to find in the wild, players can earn a chance to catch it after beating Tyranitar in a Raid. Tyranitar is considered to be the game's toughest Raid Boss, so be sure to bring a team of players to grab this perfect Legendary counter.

If you don't have the time to find Tyranitar, you may want to turn to Golem for your Legendary fighting needs. Golem is a Ground/Rock dual-type Pokemon, so it holds an advantage over all of the Flying-type Pokemon and two of the three Legendary beasts.
Golem is also super easy to power up, as you get Candies for Golem by walking it one kilometer when its equipped as a Buddy Pokemon.
Golem's best moveset is all Rock-type moves, as both Rock Throw and Stone Edge will do massive damage to most Legendary Pokemon. Golem's Rock Blast move is almost as effective as Stone Edge, but will prevent Golem from dodging as much due to its shorter charge bar.
The only move that's not recommend for Golem is Earthquake, which isn't very effective against Flying-type Pokemon.

As a Rock/Ground dual-type Pokemon, Rhydon is another solid counter to Legendary Pokemon. Rhydon isn't considered as strong of an attacker compared to Golem due to its weaker moveset, especially in terms of fast attacks, but it still has access to Stone Edge, which is probably the most effective move available against all those Flying-type Legendary Pokemon.
Unlike Golem, Rhydon doesn't accumulate candies as quickly in the buddy system, so this probably isn't the Pokemon you want to target if you're looking to obtain a Legendary counter before this weekend. Still, Rhydon should make for a solid addition to your team, especially if it has Rock-type attacks.

Jolteon is another Pokemon that is strong against multiple Legendary Pokemon due to being a pure Electric-type Pokemon. And unlike the other Pokemon mentioned so far, Jolteon isn't naturally weak to any of the Legendary Pokemon or their attacks.
Jolteon has the highest Attack stat out of any non-Legendary Electric-type Pokemon, so you'll want to load up on as many powerful Electric-type attacks as you can. Jolteon's ideal moveset is Volt Switch and Thunder, but all of its attacks should be capable of doing some damage.
The only downside is that it's impossible to guarantee your Eevee will evolve into Jolteon after using the naming trick popularized last summer. So, you may have to stockpile multiple high IV Eevee in order to guarantee that you get the Jolteon you need for your Legendary counter team.
