Watch As This Creepy Clown Spreads Fear Wandering Around Wisconsin

The residents of Wisconsin have been calling the police to report a creepy, disheveled clown roaming the streets of Green Bay with four black balloons. The sinister looking character has been dubbed Gags - The Green Bay Clown.

The photos that have surfaced of Gags thus far show the clown in full face makeup including a black smile, high eyebrows, and hollow eyes. He wears a soiled, baggy jumpsuit with a ruffled collar. WBAY-TV describes Gags' look as "more Pennywise than Ronald McDonald."

Gags was first spotted around 2 a.m. on August 1, according to a fan Facebook page that popped up the next day. Although residents have been calling the police about the clown, there's really not much the authorities can do.

"This person is not breaking the law," stated Captain Kevin Warych of the Green Bay Police Department. "He can walk in a clown costume anywhere he wants."

In the grainy out-of-focus pictures of the clown, he does not appear armed or dangerous, but definitely looks like something that walked straight out of a nightmare. One commenter on Facebook, Shannon Mueller, said if she ever met Gags, she would "curl into the fetal position and die of heart exploding from pure terror."

Captain Warych said he's surprised that Gags has gone viral, according to USA Today. "At the end of the day, it's just a person walking around in a clown costume."

Warych clearly hasn't seen Stephen King's "It."
