The Second Annual Pikachu Tairyo Hassei Chu (translated as "An Outbreak of Pikachus") was held yesterday at the Minato Mirai district of Yokohama, roughly 30 minutes south of Tokyo.
There were more than 1,000 Pikachus swarming the Yokohama harbor with this year's theme being "dancing". Kotaku found some footage of the event and it has to be seen to believed.
This "outbreak" is from August 8th-16th, with activities and dance routines planned each day. So if you're in the area, don't be scared. They just want to dance.
