Will a Legendary Pokemon Appear at SDCC Today for Pokemon Go?

If you're a Pokemon Go player attending San Diego Comic-Con, you may be in for a special treat later today. Phil DeFranco, a prominent YouTube personality, tweeted out that a Legendary Pokemon may show up at SDCC tomorrow afternoon:
That timing curiously lines up with the Pokemon Go panel at SDCC, which begins at 1:45 PST. If true, this will be the first opportunity to catch a Legendary Pokemon.
We've speculated for a while that Legendary Pokemon are being held back by Niantic for special events that require a large group of people to work together to capture a strong Pokemon. That theory was strengthened when a dive into Pokemon Go's gamedata revealed that none of the Legendary Pokemon have a "capture rate", implying that they can't be caught through normal means.
DeFranco isn't a prominent gaming journalist or personality, but he's a respected source of online news and wouldn't likely make something up. This could just be a way to hype Pokemon Go's SDCC panel, but attendance is likely to be high due to the game's overwhelming popularity.
If you're attending SDCC, the event starts at 1:45 PM PST. If you're not attending SDCC, you'd best find a friend or someone you trust to give your account and password just in case a Legendary Pokemon does appear.
