In an interview with Nova 96.9, Co-Director Joe Russo spoke a bit about the process of crafting a Lee cameo as they go along, saying "and then, you know, as we work through the script, we look for a great cameo for Stan as we're writing you know, and that's our interaction with Stan."
Elaborating further on his cameo in Civil War, Russo made it clear that his part does contain some relevance to the overall plot. He was also asked if it was hard to integrate him in a way he hasn't before in other films.
"I think so, you're always looking to keep it different with him and you want to surprise the audience because they get a kick out of it, but you also want to make it relevant in some way, so he delivers a key piece of information in the movie."
Captain America: Civil War opens on May 6th.
