Daytime Rarity
Common: Shuppet, Duskull
Somewhat Uncommon: Cubone, Gastly, Houndour, Drowsee, Misdreavus, Zubat
Uncommon: Pikachu, Murkrow, Sableye
Rare: Hypno, Marowak, Haunter, Golbat, Houndoom
Super Rare: Gengar, Crobat

The big takeaway from the daytime tiers is that Sableye is definitely harder to find during the day than it is at night. However, there are a few Pokemon that do appear with more frequency during the day than at night. Misdreavus, Cubone, Gastly, Houndour, Houndoom, Pikachu, and Drowsee are all a bit easier to find during the daytime than at night.
Another note is that Banette and Dusclops barely spawn during the day at all. While a few players say they've seen these Pokemon appear during the day, they're considered insanely rare and almost impossible to find.

Sableye becomes a lot easier to find at night, but a lot of the other more common Pokemon seemingly become a bit more rare. Misdreavus, Cubone, Gastly, and other Pokemon seen during the day get crowded out by the abundance of new Ghost-Type appearances in the evening. Pikachu also becomes a bit more rare in the evening, although that's probably because it's spooked out by all the ghosts running in the wild.
All of the "Gen 3" Ghost-Type spawn a lot more at night, as do the evolved forms of most of the Pokemon involved in the event. If you want to catch a Hypno, Marowak, or Gengar in the wild, your best bet is to go out during the wee hours of the morning to catch them.
