It's been a few weeks since Arrow was on the air, and this week we got a new DC villain in the mix. Here's the official description: ROBERT KNEPPER AND ALEX KINGSTON GUEST STAR — Oliver (Stephen Amell) brings Sara (Caity Lotz) into the Arrow team. Watching Oliver and Diggle (David Ramsey) spar with Sara and talk old scars, Felicity (Emily Bett Rickards) starts to feel left out. The team is investigating a villain named William Tockman, a.k.a. The Clock King (guest star Robert Knepper), who is a brilliant thief armed with technology that can open any bank vault in Starling City. After The Clock King infiltrates the computer systems in the lair, Felicity feels pressure to prove her worth. When she gets a lead on Tockman's whereabouts, she heads out without the team, putting her in peril. Meanwhile, Oliver throws Sara a welcome home party, but Laurel (Katie Cassidy) refuses to attend. After Lance (Paul Blackthrone) makes his case for a family dinner, Laurel acquiesces, but when Oliver shows up with Sara, she loses her temper on both of them. ...And here's how it went down. The episode begins with Tockman orchestrating a daylight robbery in a Kord Industries office building, talking his agents through the crime while timing it to the second. The pair sneak in wearing suits and then discard them for janitor's scrubs before jumping some employees and stealing something from a briefcase. After they fail to wait when told, they are forced to kill a security guard and Tockman's plan is thrown. Lance shows up and is nearly shot by the men as they make their escape, but they disappear into a group of protestors in the street outside. Cut to the Arrowcave, where Sara, Oliver and Diggle are sparring; Sara is holding her own against both of them, but Diggle catches her in the fore head with a bow staff, and she's lightly cut. The trio start to compare their battle scars. Felicity jumps in to say she has wisdom teeth scars, which Sara calls cute. Sara and Oliver agree to keep their relationship quiet for Laurel's sake, even though Ollie is throwing her a welcome back party. Back on the island, Oliver, Sara and Slade are plotting an attack on the Amazo when they hear a plane flying overhead. They try to hail it down, but it's shot out of the air. Back at his lair, Tockman is berating his men for not waiting when he told them to. He refuses to pay them, becuase they created an unnecessary need to kill the guard. He stabs one of his men to death with what appears to be a piece of the insides of a clock.

At Queen Manor, Oliver and Thea welcome Sara back, then Sin stumbles in to hug her as well. It's briefly awkward because she has to pretend not to know Roy and Sin to protect Oliver's secret in front of Thea. Oliver calls Laurel to plead for her to join them at the party, but Laurel is ignoring his calls and drinking wine in front of the TV. Quentin comes to see Oliver, to apologize for the way he treated Oliver when he came back from the dead. Elsewhere at the party, Moira is speaking with Mrs. Lance, and tells Oliver that if he wants to pretend they're not related, he shouldn't throw parties in her house. When asked, she tells Thea everything is fine. Dinah tells Quentin that she still can't believe Sara is back, and then Lance's cell phone rings; he's been called into the office to investigate a murder in the Glades. Oliver gets a call a moment later, telling Felicity he's on his way. The object they stole from Kord was called a Skeleton Key - something that can be modified to open any bank vault. The murder victim Lance found was killed with a minute hand, and Lance identified him as one of the men from the Kord robbery.

Back at the Arrowcave, Felicity is beating on a practice dummy, obviously frustrated, when Sara comes to walk her through some technique. Felicity doesn't want to hear it. She's frustrated in part because she's having a hard time finding the bad guy, who is "very good at covering his tracks." Back on the island, Oliver and company find the pilot in his downed aircraft; he's still alive--barely--and Sara stays with him while she sends Oliver and Slade to get medical supplies. At Laurel's apartment, Quentin tells her that he wants Laurel to come play nice with Sara because he thinks there's a chance he can reconcile with Dinah. She tells him to invite everyone to dinner at her place tonight, but he has to leave to work on a case. Tockman is walking two of his men through a bank job--he gives them 90 seconds to empty a vault but calls them out 20 seconds early because Arrow shows up. Felicity's signal is hacked by Tockman, who tells her that Oliver can't go after his men unless he wants to let a train crash into a bus. Oliver realizes that Tockman doesn't know about Canary yet. She goes after the baddies while Oliver goes after the bus to slow it down on his motorcycle. Despite giving him a good bang on the head with her escrima stick, Canary has to duck from gunfire and lets Tockman and his men get away. Oliver (barely) manages to stop the bus from hitting the train. It's the media who decides to name him "Clock King," something that's playing in Verdant when Thea takes the call that her bartender has quit. She asks Oliver about what's going on between he and their mother, but he won't tell her. She's upset with him for keeping secrets, but he kisses her on the head and tells her everything is fine. In the cave, Felicity has figured out a way to upgrade their security so Clock King can't crack it. Meanwhile, Sara is analyzing the blood from the end of her stick, and discovers that Clock King has MacGregor's Syndrome and is literally living on a ticking clock--it's terminal. That gives Felicity enough information to track him down and learn that he's stealing the money to help support his sister, who has cystic fibrosis. He used to be an encryption specialist at Kord, hence his choice of target.

Oliver and Sara take his address--52 Nelson Way--and are off. The pair of them show up on motorcycles and find Tockman's vehicle,  but all that's inside is a device transmitting Tockman's signal back to Felicity's computers. He delivers an ominous monologue threatening to come get her, then blows up all their servers. Diggle and Felicity are fine, but left in the dark. Tockman used the Skeleton Key to force the system to commit suicide; Oliver decides to liquidate a substantial amount of his stock and put the cash in his personal vault, to try and lure Clock King out. Felicity sends both Oliver and Sara out to dinner. She and Diggle have a heart-to-heart about how out of place Felicity feels now that Sara is in the cave and she's screwing up the computer stuff. Diggle tells her that she's irreplaceable, but she doesn't seem to believe him. At Laurel's, she almost takes some pills but stops when her mother calls to say Sara is here. Oliver joins the dinner, to everyone's surprise. The group is catching up--a bit awkwardly; Dinah is teaching in Central City, and Quentin asks if she's planning to move back. She says no, and that she's not only got a life out there but is seeing someone, too. When Sara tells Dinah that she deserves to be happy, that "everyone does," Laurel figures out that Sara and Oliver are together, and she storms out. Back on the island, the pilot tells Sara that he needs to talk to his daughter, who's 12. The girl's mother died just after she was born, and he wants Sara to make sure that his daughter is okay. In the hallway outside Laurel's aparment, Oliver confronts her, telling her that he's stood by her through everything, and that she continues to blame everyone else for all of her problems. He tells her he's done taking the blame, and he's done caring--then tells her to go have a get wasted on him at the nightclub. He says he has loved her for half his life, but he's done running after her.

Back at the cave, Diggle is looking for Felicity when Oliver and Sara return. Ollie gets a call--it's Felicity, who staked out Ollie's bait money and is watching Tockman try to get in. Team Arrow shows up at the bank, and Oliver decides to go deal with Tockman's men while they deal with Tockman himself. he's hacked into the gas system under the building and is threatening to blow up two square blocks of the city to get rid of them. Diggle goes downstairs to manually turn it off, but Felicity realizes that by going into the city's network, Tockman overplayed his hand and gave her a way to track him. Oliver takes out Tockman's men while Diggle successfully neutralizes the threat in the sublevel. Sara and Felicity chase down Tockman, but he fires on them. Felicity knocks Sara out of the way and takes a bullet in the arm. While Tockman monologues about how he's not really a bad guy, Felicity uses the same virus he used to blow up their computers on his cell phone and blows it up, knocking him out. Back at the cave, Sara patches up Felicity, who refuses to go to the hospital because "you guys never go to the hospital." Diggle has given her some oxycodone, making her a little loopy. Sara thanks her for her help, and Felicity tells her she's always wanted to say she took a bullet for somebody. She's excited to have her own bullet scar. Oliver tells her that he knows she was feeling a bit left out; she says she was just used to being his girl. He tells her that she'll always be his girl (and a million shipper videos were born). Back at Verdant, Oliver approaches Sara at the bar, who has mixed him a drink. She's the new bartender, of course. Oliver gets a text, asking him to come home. As he's leaving, he runs into Laurel, who is there to talk to Sara. She waxes nostalgic about back when Sara used to bartend in college, and says she's not there for a drink. She says, "I realize that I went on that boat with you, too, and I've been slowly drowning for all of these years." She says that after every heartbreak or setback, she has gotten worse and worse and when she saw Sara come back alive, beautiful and coping, she realized that she isn't any of those things. She asks Sara not to hate her, and the pair hug. Later, when Sin comes to the bar, Sara is still crying. Sin tells her that she doesn't know what she would do without Sara, her "other" sister. And of course, it's Sin whose picture the pilot gave Sara on the island. Back to the flashback: By the time Oliver and Slade return, the man is dead. Sara says they're all going to die there, but Oliver has found parachutes and thinks he knows how to get on board the Amazo. Back in Starling, Quentin sits down at his AA meeting and just before it starts, Laurel enters and sits across from him. They exchange smiles. At the Mansion, Oliver shows up. Thea had texted that there was an emergency, but Moira is in the middle of a meeting and Thea isn't even there. Oliver figures out that Thea is trying to make them talk. Before he leaves, a voice in the next room calls out to Moira. She brings in Oliver and introduces him to...Slade Wilson.
