Rock and Ground are Key
While Entei has some of the highest Attack strength of any Pokemon in Pokemon Go, players shouldn't get too worked up over facing it. Entei has critical weaknesses against Water, Ground, and Rock-Type Pokemon, meaning that most of the Pokemon you used during the first round of Legendary Pokemon will still come in handy against Entei.
As with Moltres, the best counters to Entei are Golem and Rhydon. Both have a critical double resistance to Entei's Fire-Type attacks and can also use Stone Edge, which will do more damage to Entei than any other attack. Tyranitar and Donphan are also good choices, especially if armed with Ground or Rock Type attacks.

If you don't have six Golem or Rhydon to bring into battle against Entei, you can fill out your Raid Team with Vaporeon. Vaporeon was once the king of Pokemon Go, but its importance in the game has lessened somewhat due to changes in the gym system. However, Vaporeon can get another chance to shine, as its powerful Water-Type attacks will be more than a match for Entei.
Another Pokemon to consider bringing against Entei is Kingdra. While all Water-Type Pokemon have a resistance to Fire-Type attacks, Kingdra has a double resistance as it's a Water/Dragon dual-type. Kingdra doesn't have the attack power of Vaporeon, but it's still a useful Pokemon if you need something to fill out your team.

Players in Europe have quickly figured out that it doesn't take too many Pokemon Go players to beat Entei in battle. We've heard that four to five experienced trainers will be enough to Entei. We've even seen a couple of videos of two players taking out Entei, although they had highly specialized teams of Golem and nearly ran up against the time limit.
Entei will be a great Pokemon for rural players to battle against, as it shouldn't require too many other players to beat. While you'll still need a few players' help to beat Entei, this won't be another Lugia that requires teams of ten or more just to have a chance.
