Yo-Yo is attending a bachelorette party in Miami for her friend, Maria, who is getting married. Mack calls her and she ignores the call, but Maria calls back. Mack answers, but there's some sort of power surge that knocks out all power for as far as the eye can see. The partygoers don't seem bothered at first, but then a helicopter falls out of the sky.
After the title card, director Jeffrey Mace is watching a video of a member of the Inhuman resistance, whose face and voice are hidden, claiming responsibility for the blackout in Miami. HE says it was an attempt to get the attention of world governments and demands that those governments put an end to Inhuman registration.
Fitz tells Director Mace that the transmission was untraceable, meaning it wasn't done by a nut job or a lone wolf. The only Inhuman capable of blacking out an entire city was Lincoln Campbell, so it was probably an EMP device. Burroughs, from SHIELD's PR department, is worried about PR. Mack gets heated and Mace tries to calm everyone down. Mack brings up Yo-Yo. Mace wants Mack and Coulson to go check it out.
Coulson and Simmons are still worried about May. Mace arrives and tells them she's at a CDC facility in upstate New York. Just then Chen dies, and Simmons is worried the same will happen to May. Simmons runs off to find someone to help. Coulson wants to go with Simmons, but Mace orders him to go to Miami.
Yo-Yo is still at the party and can hear rioting in the city. Against Yo-Yo's advice, Maria heads out into the city to find her fiance. Yo-Yo goes with her.
Robbie reveals to Daisy that they're going to see Robbie's uncle, Elias Morrow, in a state penitentiary. He's there for attempted manslaughter. Robbie says Elias worked at Momentum, and that he's a good man who did a bad thing. Daisy and Robbie overhear a radio report about the blackout in Miami just as it occurs in Los Angeles as well.
Dr. Radcliffe is working in his lab with AIDA on a device to help May. Radcliffe hides AIDA away before Simmons arrives with May.
London, Los Angeles, Moscow, and Miami are all blacked out. Coulson notes these are all cities where Inhumans were relocated to.
Robbie's Hell Charger is still working and he's speeding it towards Gabriel, who is stranded in a bad part of Los Angeles. Robbie reveals that he got vengeance on the thugs who put Gabriel in a wheelchair. He thought that would make the Ghost Rider go away, but it didn't. Now he's trying to finish what Elias started. Robbie and Daisy find Gabriel just as some looter turn their attention to him. They fight and Quake uses her powers to save Gabriel when one of the thugs puts a gun to Gabe's head.
Armed men storm the building where Yo-Yo is in Miami and demand to take the Inhuman.
Radcliffe and Simmons use technology to examine a 3D model of May's brain. The find that she and the other victims are literally being scared to death.
Mack, Coulson, and Fitz are en route to Miami. The armed men in Miami say they know there's an Inhuman in the vicinity but they just don't know who. Coulson's team enter the blackout zone and their electronics, including Coulson's hand, turn off. Fitz determines that they can track the source of the EMP down "old school."
Robbie, Daisy, and Gabriel take shelter in Robbie's home. Daisy is still nursing her arms from using her powers. Robbie offers to get her some medicine.

The armed men are about to kill a magician that was turned over as an Inhuman. Yo-Yo uses her speed to take their guns, but Maria notices and rats her out. They turn on her just as Coulson's team arrives to take them down.
May's condition is deteriorating and Radcliffe suggests killing her.
Coulson interrogates one of the armed men. It turns out the blackouts are a plot by the Watchdogs to hunt down Inhumans.
Daisy and Gabriel talk. Gabe says he ended up in the wheelchair after being in the wrong place at the wrong time. He worries that Robbie would be lost without him.
Coulson's team discovers the Watchdogs have a list of names and asset numbers off the Inhuman registration list. Fitz hatches a plan to solve the blackouts by triangulating the source with homemade compasses.
Radcliffe is proposing they "reboot" May's brain by bringing her to clinical death and reviving her. They put the plan into action. They're about to revive May when a blackout hits.
Mace is alerted to the blackout in D.C. He gets a call from the president. There's another video message from the "Inhuman" resistance. The president wants to send troops in to take out the Inhumans by any means necessary, but Mace buys Coulson another hour.
Fitz pinpoints the location of the EMP signal and the team heads out.
May still hasn't come back. Radcliffe racks his brain for a solution. He remembers something and brings out a self-sustaining energy source he's been working on and brings out to us it to bring May back. May wakes up with no memory of her illness.
Coulson's team finds the EMP heavily guarded. Yo-Yo springs into action, disarming the Watchdogs, and then the team moves in and takes them out. Fitz is able to undo the blackout. Coulson finds passports and visas suggesting the Watchdogs have been taken globally.
Gabe asks Daisy about the Inhumans, but she denies having ever met one. Gabe isn't buying her story. He felt her powers. He knows she's Quake. He says her secret his safe with him as long as she leaves and never goes near Robbie again.
Coulson reports to Mace. They realize someone with a lot of money and power is backing the Watchdogs. Coulson suggests scrapping the rollout plan and going public with SHIELD immediately.
Mack confronts Yo-Yo about stealing the medicine and being secretly in contact with Quake. Yo-Yo shows the art of Ghost Rider on her phone. They discuss it briefly with Coulson and Fitz but go quiet when Mace comes on the television. He clarifies what really caused the blackouts.
Robbie returns to find Daisy gone. Gabriel claims she left when he was asleep.
Mace announces the return of SHIELD and reveals the organization's logo.
May calls Coulson. She says it should be him on television announcing SHIELD's return, but he says he's right where he belongs.
Daisy hears the speech in her van but shuts it off.
Sen. Rota Nader, who publicly opposes the Inhumans, speaks out on television against SHIELD. She claims that SHIELD was a puppet of Hydra, and is now a puppet of the Inhumans and claims has sources who say the Inhumans were responsible for the blackouts. The Watchdogs report back to her about their blackout mission. She says she's at her brother's place and says goodbye before leaving. A Terrigenesis cocoon stands still in the living room.
