The inscription on Thor's hammer may grant the power of Thor to the worthy, but it turns out the God of Thunder was not the first Asgardian to wield Mjolnir.

Thor: Ragnarok SPOILERS follow.

A major theme of Thor: Ragnarok is establishing Thor's power is his own, not a gift from his hammer, Mjolnir. That's established by the hammer's destruction, and its established by Odin's comment about Thor not being "the god of hammers," but it also established by the fact that Thor wasn' even Mjolnir's original wielder.

Thor: Ragnarok reveals that Odin's firstborn child was Hela, the goddess of death. Hela was Odin's executioner, leading his armies in battle during Asgard's conquest of the realm.

Hela reveals this hidden history to Skurge by pulling down the ceiling in Odin's throne room in Asgard and revealing a history that had been hidden from Asgard's people, just as Hela was. The mural telling this history shows Hela holding Mjolnir.

If Hela was the original wielder of Mjolnir, it would make sense that she was able to stop and even destroy the hammer, as she does early on in Thor: Ragnarok.
