John Stephens, writer-producer from several popular prime-time soaps, has been tapped to shape Fox's Batman prequel series Gotham, EW reports. Stephens has worked on Gossip GirlThe Gilmore Girls and The OC. He will join Gotham as a writer and executive producer. Bruno Heller of The Mentalist is the showrunner for the Warner Bros. TV project, which has a "series commitment" from Fox. The network, which won the show in a fierce bidding war, would have to pay a significant penalty if the pilot wasn't ordered to series, although it has not yet been officially announced. Gotham centers around a young, idealistic Detective James Gordon (Ben McKenzie). The series also features younger versions of The Penguin, Bruce Wayne, Catwoman, Harvey Bullock and more.
