John Stephens, writer-producer from several popular prime-time soaps, has been tapped to shape Fox's Batman prequel series Gotham, EW reports. Stephens has worked on Gossip Girl, The Gilmore Girls and The OC. He will join Gotham as a writer and executive producer. Bruno Heller of The Mentalist is the showrunner for the Warner Bros. TV project, which has a "series commitment" from Fox. The network, which won the show in a fierce bidding war, would have to pay a significant penalty if the pilot wasn't ordered to series, although it has not yet been officially announced. Gotham centers around a young, idealistic Detective James Gordon (Ben McKenzie). The series also features younger versions of The Penguin, Bruce Wayne, Catwoman, Harvey Bullock and more.
