Many parallels can be drawn between the original Civil War and its sequel, Civil War II. Those similarities go beyond wordplay in Civil War II: The Oath.
If you've read Civil War II, you know that after Captain Marvel and Iron Man's final battle in front of the Washington Memorial Tony Star ended up in a technological cocoon of his own making. He's still technically alive, but no one knows when or if he will come out of his coma state.
In The Oath, Steve Rogers recalls the events of the latest Civil War, as well as his inauguration as head of SHIELD. As he sits by Tony's side, fans may recall a similar moment in the aftermath of the original Civil War. Tony sat by Steve's bedside after he had been shot on the courtroom steps, lamenting his friend's supposed death and their battle of ideals leading up to it.
If you remember that scene, you're going to have some serious Deja Vu in The Oath, as artist Rod Reis pencils a perfect mirror to the original scene.

Civil War isn't the only Marvel event the book touches on. Throughout the issue events like Secret Invasion, Dark Reign, and even House of M are all touched on in interesting ways. House of M is brought up in relation to Captain Marvel, a point Steve makes to the comatose Stark and Marvel herself. Invasion is used in Steve's soliloquy about how mistrust has grown in the world at an alarming rate, a segue to his point that the heroes have been so busy fighting amongst each other they've forgotten about the people they are supposed to be fighting for.
