The Boys Just Introduced a Villain Worse Than Homelander (What Is Their Plan?)

The Boys‘ universe has far more bad guys than it does good guys. As soon as someone gets Compound V in their veins, they’re prone to doing just awful things that only work to benefit them. The members of The Seven are all great examples because, despite pretending to be great heroes, they’re all willing to kill or worse in the name of keeping their status. The one leading the charge is, of course, Homelander, who doesn’t see anything wrong with forcing people to bend to his will. Throughout The Boys‘ run, Homalander has continued to gain power, to the point that he’s essentially the one calling the shots in the Oval Office.

What Homelander has achieved is giving a platform to the worst of the worst, allowing them to push their agendas without fear of repercussions. One of the people to benefit the most from the change in power is at Godolkin University, but there’s something fishy about them. In fact, it’s starting to feel like they might be even more dangerous than Homelander himself.

Cipher Isn’t Afraid to Push His Students to Their Limits

Jordan Li and Emma Meyer find themselves between a rock and a hard place at the start of Gen V Season 2. After being taken from the Elmira Adult Rehabilitation Center, they arrive at God U and have to give a speech about wanting to move on from the past. Things don’t get any better when they realize that the school’s new dean, Cipher, was one of the people torturing them at Elmira. He doesn’t go after them initially, setting his sights on Cate Dunlap and asking her to find Marie Moreau, who escaped Elmira. Cate is down with the cause, but she’s unhappy with how Cipher is approaching it. When she confronts him, he dares her to read his mind and even puts her hand in a blender. The moment is terrifying and teases what Cipher is really capable of.

Once Marie is back on campus, Cipher tones down the threats. However, he still has a few tricks up his sleeve, including his “seminar.” Jordan and Marie attend the class and discover it’s a sort of Supes fight club, where they must battle a giant hammer-wielding man named Vikor. All the students take a good beating, and Cipher doesn’t seem to care. He reveals that his goal is to get the most out of the students at God U so they can fight back against the eventual human uprising. The rhetoric he is spewing sounds a lot like Homelander’s, which isn’t all that surprising. What is becoming hard to understand, though, is why Gen V is still hiding Cipher’s powers.

Gen V Could House the Most Powerful Supe Yet

The first clue that Cipher is probably every bit as powerful as Homelander comes during his interaction with Cate. He’s not afraid to push her to use his powers on him, and given how formidable she’s become, being able to calm Sam Riordan’s mind, that’s nothing to scoff at. One other moment that speaks to Cipher’s confidence is how he tells Marie that she could be stronger than Homelander. Given the leader of The Seven’s fragile ego, it’s not a good idea to tell someone they could be his equal. However, Cipher doesn’t stutter, with the plan being for him to take Marie under his wing at some point in Season 2.

Cipher’s interest in Marie dates back to the day of her birth, as she discovers that she was part of a Vought program called Project Odessa. Most of the test subjects died, but she lived, and Cipher, going by Doctor Gould, was the one to deliver her. While it remains to be seen what Cipher’s role in Project Odessa is, experimenting on kids is a line not even Homelander will cross. The world’s most popular Supe spent a significant portion of his life in captivity, and he frees his own son from it in The Boys. If Cipher has no problem with pushing back against Homelander, he may very well be planning to take his place.
