New photos from Captain America: Civil War's set suggest that portions of the film may take place in London.

Coming from the film's Atlanta, Georgia set, fans discovered double-decker buses with British flags and with cars sporting British license plates. The British locale raises a few questions, like why Civil War would feature a scene in the U.K. After all, the comic book storyline did not have any major moments in London.

Some have theorized that perhaps the Superhuman Registration Act may stem from the United Nations, and not the United States government. It makes sense, seeing as how The Avengers' destructive activities devastated not one, but two foreign nations (the fictional land of Sokovia, and an unnamed African city outside of Wakanda). It would also open the door for Black Panther's involvement. But for now, it's best to chalk it up as speculation (maybe Cap and Tony Stark will just want to talk things out over fish and chips).
