'Legends of Tomorrow' EP Talks Rip Hunter's Time Bureau Return

At the end DC's Legends of Tomorrow's second season Rip Hunter departed leaving both the team and the Waverider in Sara Lance's hands and while it's been revealed that the former captain will return, executive producer Phil Klemmer explains how he goes from being on the team to busting their chops.

In a behind the scenes featurette released Friday, Klemmer explained that with the Legends working best as underdogs it opened the door for someone to come in and remind the team that just because they saved the world this time doesn't mean they're not "total screw-ups."

"I think our Legends work best when they're the underdogs, the Bad News Bears," Klemmer said. "At the end of every season when the world doesn't end it means they succeeded in one sense. So, our challenge is how do [we] take their success and turn it into humiliation. Obviously, our Legends are total screw-ups, but it really helps to have confident people around to just provide that sort of comic foil for [our] guys."

With the Time Masters no longer around to attempt to keep the Legends in check there needed to be someone to professionally keep time safe and that's where Rip Hunter comes in.

"That gave us the idea for 'what if Rip went back in time and started the new Time Bureau?'" Klemmer said. "So, Rip comes back as basically the new boss, the new police chief, saying 'What are you guys doing?'"

The idea of Rip being the authority figure in season three is an interesting reversal for the character. Fans will recall that during the first season it was Rip who was a rogue Time Master doing things in his own unorthodox way as he went after Vandal Savage. Rip now taking up that more "official" role will no doubt lead to comical clashes for the team and executive producer Marc Guggenheim previously compared the dynamic to Beverly Hills Cop.

"If [the Time Bureau] is the Beverly Hills police department, our characters are Axel Foley," Guggenheim said. "We find the fun in that antagonistic relationship."

Legends of Tomorrow returns Tuesday, October 10th following new episodes of The Flash on The CW.
