It’s certainly been a long road for Steve Rogers ever since the Red Skull used Kobik the sentient cosmic cube to alter Steve’s memories. Since then he’s been on a path not of his own making but one in which he’s decided to follow in pursuit of his own goals. Those goals have led to a disenfranchisement with the Red Skull’s ideals, and that all comes to a head in Captain America Steve Rogers #15.

Spoilers incoming for Captain America: Steve Rogers #15, so you’ve been warned.
The Red Skull has recently lost the power of Xavier’s telepathic brain, and he’s none too happy about it. He calls Rogers to his safehouse after he is sprung from containment by Sin and Crossbones. Skull is furious that his plans are now thrown off course, and Rogers’ old Uncanny Avengers squad are the ones responsible. When he requests answers, Rogers explains, but it isn’t the explanation Skull expects.
As Cap talks to his presumed leader, Skull starts to get an uneasy feeling, which kicks into overdrive when Cap says he is dedicated to the cause of Hydra, sans the Red Skull. When Skull says they are one and the same, Rogers says “Are you? Or is it something you stole?” He then tells Skull that he took away the one thing he valued more than anything, his purpose, but he’s since gotten stronger because of Skull’s meddling. He proceeds to beat the Red Skull down, unleashing a bevy of punches as he crawls across the floor. As Cap grabs his throat, Skull yells “I made you! Every memory you have. Every belief you think you hold, I imagined it up!”
Cap throws Skull out the window saying “I’m loyal to nothing, except the dream.” Skull lands several floors down on the ground below, laying in a puddle of his blood and contorted. The Red Skull is dead, and Captain America assumes control of Hydra, assembling the rest of the council, including the new Madame Hydra.
