Loki hasn't had his own ongoing series since Secret Wars and the All-New, All-Different Marvel relaunch, but has been appearing in the pages of The Mighty Thor.
It being an election year, Marvel may be just using the political angle as a marketing theme, or perhaps they're teasing a series or storyline in which Loki actually does run for office. That seems like his kind of supervillain scheme.
