While discussing how important Natasha Romanova (Scarlett Johansson) and Steve Roger's (Chris Evans) relationship is in Marvel's Captain America: Civil War, directors Anthony and Joe Russo were asked if Marvel Studios ever decided to make a Black Widow solo film would they be interested.

Joe Russo: Hell yeah! We love that character

Anthony Russo: And we love Scarlett.

Joe Russo: We find that the character is one of if not the richest character in the Marvel universe. A very complex character, haunted by demons and her understanding of the world is fascinating. I think there is a lot that can be done with that character.
