Joe Russo Says Captain America: Civil War Is A Love Story

The directors of Captain America: Civil War, Joe and Anthony Russo, have previously teased a bit of romance in the film, but now Joe Russo has outright called it a love story, speaking specifically in reference to Steve Rogers' relationship with Bucky Barnes.
"What's fascinating about the Cap-Bucky story as well is it's a love story," Russo tells Empire. "These are two guys who grew up together, and so they have that same emotional connection to each other as brothers would, and even more so because Bucky was all Steve had growing up."
But Cap and Bucky's relationship is stained by the red in Bucky's ledger, something Captain America will be forced to come to terms with in Civil War.
"Is he good or is he bad?" asks Russo. "Steve has to answer that question for himself, and there are other characters in the movie who hold the opposite point of view. It becomes a very explosive. It incites a lot of conflict."
Marvel's Captain America: Civil War finds Steve Rogers leading the newly formed team of Avengers in their continued efforts to safeguard humanity. But after another incident involving the Avengers results in collateral damage, political pressure mounts to install a system of accountability, headed by a governing body to oversee and direct the team. The new status quo fractures the Avengers, resulting in two camps—one led by Steve Rogers and his desire for the Avengers to remain free to defend humanity without government interference, and the other following Tony Stark's surprising decision to support government oversight and accountability.
