Appearing at the Phoenix Comic Con this weekend, Arrow star Stephen Amell not only confirmed that Harley Quinn was indeed intended to be the Squad member voiced by Tara Strong in "Suicide Squad," but the character almost appeared in the season finale.

"I don't know if she's going to be involved in Season Three but the high-pitched voice in Episode 16, "Suicide Squad," was absolutely Harley Quinn," Amell told a fan who asked for confirmation.

Of course, he didn't know that until later, since apparently the character's appearance was a surprise even to the show's star.

"I didn't know about any of this, by the way, because I wasn't in that scene," Amell admitted. "But I'm a fan and I remember seeing that preview and feeling like I should have known that this was going to happen!"

He said, "I also know that there was an additional scene with that character in the finale -- again, still in the cell, still with her back to us -- but it had to be cut for time."

He said that he was taken aback by the reaction to the character's appearance online, and hoped that they could use the character more on Arrow.

Voiced by Strong, the character's body was played by an unknown actress named Cassidy Alexa. A photo of the character in costume with other members of the Suicide Squad appeared online via Deadshot actor Michael Rowe's Instagram page around the time of the finale.

Earlier in the Q&A, Amell had suggested that Batman villains may appear on the show's upcoming third season, and noted that DC trusts the series more now and in fact seems willing to give them access to characters that would have been off-limits in the first or even the second seasons now that the show has proven its ability to do DC heroes and villains justice.
