It’s not a direct quote, and so it’s hard to know whether it’s inside information or just speculation, but during their Fall TV Preview, Entertainment Weekly said without qualification that the character will be appearing.

It’s buried in the story, the sentence is “Comic-book favorite villains like Captain Cold, General Eiling and Reverse Flash will appear soon, and there’s already an Arrow crossover planned for episode 4.”

That The General is included in the statement when he’s clearly not a particular favorite probably suggests more that his character is a major player in the season than anything else (something we’ve already speculated, with characters like Firestorm involved and Amanda Waller without a Suicide Squad over on Arrow as Lyla Michaels takes over A.R.G.U.S.), but the inclusion of Reverse Flash without so much as an “everybody assumes” is potentially telling, particularly since the article includes an interview with Executive Producer Andrew Kreisberg, who presumably could have corrected misconceptions on the part of the reporter as long as they were mentioned ahead of publication.
