Kyle Massey of That's So Raven has been cast in a recurring role on Fox's Batman prequel Gotham, TVLine reports.

Massey, a rapper, dancer and actor with ties to Disney, will play Macky, an abused and neglected kid who lives on the streets.

There is no character in DC Comics who springs immediately to mind as someone "Macky" might be a proto-version of. He may, like Fish Mooney, be a new character created for the TV series.
