The casting notice from Tammy Smith Casting (via CBM) specifically calls for men and women ages 18 to 75 that have a “casual look or ethnic wardrobe. Those who get the parts will be filming in mid-May.

Given the early revelation that they would feature Black Panther in Civil War and seed his own feature film from there, it seems likely that the African extras would be meant to be Wakandans.

The African extras are just one group of people the casting call is looking for, including college kids, military men and Southeast Asian men and women. 

Captain America: Civil War stars Chris Evans, Robert Downey Jr., Anthony Mackie, Scarlet Johansson, and Jeremy Renner. The film opens May 6, 2016.
