With an amazing cast of rogues and an incredible family at his side, Batman has one of the best casts of characters in all of comics. But what about the ones that don’t wear costumes and live normal lives? Once again, he has an amazing cast comprised of those characters as well. With many of the cops on the GCPD comprising cast, the real people of Gotham City add a unique flavor to Batman’s mythos. More are added with every new issue of Batman, but more often than not, they turn into more heroes and villains. While it makes for great story arcs, we as the readers want more civilians like these fine characters.

Lack of more civilian characters in Gotham aside, all of these characters represent the best of Gotham City. Despite how many corrupt cops are active in Gotham, those ones should strive to be more like the characters here. With Matt Fraction’s new series seemingly introducing a new doctor in Arkham on Batman’s side, we can only hope for more characters like that.
7) Vicki Vale

Rounding out our list is Vicki Vale, Gotham’s top reporter. She was one first love interests to Bruce Wayne and holds a similar role to Lois Lane. Her prominence has shrunk significantly, but she’s still one of the best members of Bruce Wayne’s cast. She’s cunning and has figured out a lot of Batman’s secrets over the years, and has proven to know more than she appears to.
Another character in need of a comeback, Vale adds so much to the Gotham Gazette. While she isn’t with Bruce anymore, that shouldn’t write her out of the Batman title. No matter where she comes up in anyone’s ranking of character, we miss her a ton.
6) Harold Allnut

Easily the most underrated of the bunch, we have Harold Allnut. A mute mechanic who worked for Batman and lived in the Batcave was highly overlooked in his time. While it’s weird Batman kept a guy in the Batcave as his tech guy, Harold was key in the Bronze Age for Batman. Helping with items like gadgets, the batcomputer, the batmobile, and even the costumes. While he was killed during the events of Batman: Hush, we lost an underrated piece of the arsenal.
5) Leslie Thompkins

Leslie Thompkins is one of the most influential members to Bruce Wayne outside of the cowl. A doctor who went to medical school with Thomas Wayne, Dr. Thompkins is the surrogate mother of Bruce Wayne. Helping nurse Bruce to health when Alfred doesn’t have all the necessary skills, Lee has opened a clinic to help all in need, even the Joker.
She’s been one of the most important members of Bruce’s life outside of the mask. While she isn’t Martha Wayne, she held the proper place for Bruce during those early years. She’s been a longstanding member of the Bruce family, and it wouldn’t be the same without her and her clinic.
4) Lucius Fox

Lucius Fox is one of the main shareholders of Wayne Enterprises. Acting as the real CEO of the company with Bruce as the face, Lucius is the brains behind the operation. Knowing full well of Bruce’s activities and funds, a lot of the gadget creations. Fox and his family would later become bigger players in the Batman mythos, but have always held a special spot among the Waynes. Taking most of Bruce’s fortune after Joker War, Fox has been out of the picture for a while ,but he’s earned the right to. But I don’t think any of us would complain about seeing him return anytime soon.
3) Harvey Bullock

The other side of the coin to Jim Gordon is Detective Harvey Bullock. While he may appear as the crooked “cop” on the force, Bullock wants the best for his city. He may not trust Batman as a whole, but will always come to his aid anytime he’s needed. Transformed overnight by Batman: The Animated Series, he’s become one of the biggest fan-favorites of the Bat.
Bullock and Gordon work super well together, like peanut butter and jelly. They even each other out and both work in tandem for Batman comics. Seeing them work off their feelings for Batman, as well as taking down criminals, is the best thing possible. He’s one of the best to ever do it in the GCPD.
2) Jim Gordon

The longtime police Commissioner of Gotham City, Jim Gordon, represents the best of the best for the GCPD. As the first person to trust Batman when he first arrived in Gotham, Gordon’s alliance with Batman is a staple for both characters. Wanting to see the best for justice along with his department, Gordon has stood the test of time among the GCPD.
While he was Batman for a very brief time, he’s too iconic not to include here. He’s one of the oldest Batman characters and even appeared in Detective Comics #27 along with Batman. The man’s a legend, and he deserves every right to be here. He won’t stop pushing back against crime until he’s gone.
1) Alfred

The butler and beloved father figure of Batman is the best civilian in Gotham. Raising Bruce up since birth to become the best person he could, Alfred stayed by his side for most of his adult life. While he’s no longer with us, his impact has lasted a long time. He has been Bruce’s voice of reason and always made sure to save him when he could.
Thankfully, he’s returned in a way, in the new series after six years. Even in ghost/hallucination form, Alfred’s presence has brought back so much to Batman. As a guiding light for Batman, his presence is felt widely throughout Gotham City indirectly. Without him, hundreds of lives would have been lost.
