Two current Keystone Masteries, Thunderlord’s Decree and Stormraider’s Surge, are being integrated into the upcoming Runes Reforged system that’s comeing to League of Legends.

Leading up to the update that’ll introduce the Runes Reforged system that’s slowly being teased as we approach the release date, one of the promises that was made was that some of the masteries that are currently in the game would be transferred over to as new runes. The masteries and runes are planned to be wrapped up as one entity in the new system, and these two popular Keystone Masteries are some of the first to make their appearance as runes.
Their names have been tweaked slightly to help separate them further from their current forms as they bring slightly different effects with them, but the current names and stats are subject to change.
The first Keystone Rune is Stormlord’s Mandate, a rune that grants a quick burst of power like Thunderlord’s Decree but with more emphasis on all-ins.
Stormlord’s Mandate:
- Hitting a champion with 3 unique attacks or abilities within 2 seconds deals bonus magic damage.
- Damage: 40-220 (+25% Bonus AD)(+20% Ability Power)
- Cooldown: 50 seconds
While the general feel of Thunderlord’s is preserved here, the main thing to take notice of is the “3 unique attacks or abilities” part. While abilities such as Morgana’s Tormented Soil can trigger Thunderlord’s currently by causing players to take three ticks of damage from one ability, this new rune will make those only count for one of the three attacks needed to proc the effect. A Dark Binding, Tormented Soil, and an auto attack will do the trick with the new rune, so expect more all-ins from those bringing the rune.
The second rune called Spellslinger’s Surge still grants a burst of movement speed like Stormraider’s, though it now has much clearer windows of power.
Spellslinger’s Surge:
- Hitting a champion with 3 unique attacks or abilities within 2 seconds grants 30%-60% movement speed for 3 seconds. Additionally, Melee champions gain 75% slow resistance while active.
- Cooldown: 15 seconds
Instead of requiring you to deal a certain amount of damage to your opponent, this reimagined rune uses the same “unique” criteria as Stormlord’s when it comes to proccing it. It also allows players to know exactly when they’ll proc the rune so that they can make their next decisions quickly instead of realizing too late that they’ll get their Stormraider’s movement speed.
“Spellslinger’s Surge lets you get a reliable burst of movement speed in the middle of your all-in, allowing you to decide whether to disengage or continue chasing down that enemy,” RiotWrekz explained in the runes post.
The cooldown seems like a part of this rune that very well could see changes โ a 15-second cooldown for champions who can CC and proc the movement speed quickly, like Irelia or Camille, could leave very small windows of counterplay.
More runes are expected to be revealed closer to the release date of the Runes Reforged system, so expect to see more Keystone Rune reveals before then.
