Miroku
Even living in Feudal Era Japan cannot stop Inuyasha‘s Miroku from being a Grade-A lecher.
Having trained as a monk, the cursed warrior was introduced to anime fans as a sharp-jawed companion, but his charm unraveled when audiences learned Miroku could not keep his hands to himself. The besotted monk loves all women, even if he does especially love Sango, and anime fans have surely lost count of how many times Miroku was slapped thanks to his wandering hands.
Kon
In anime, perverts are not just limited to humans; Oh no, stuffed animals and intangible souls are also more than capable of being subversive. Just look at Bleach and its inclusion of Kon.
The adorable teddy bear may seem harmless, but the yellow plushy is actually the vessel of a rampant sexual deviant. Ichigo may have to keep the doll around to house his substitute soul, but the shinigami understandably gets frustrated with Kon when all he does his leer at breasts and conjure up NSFW fantasies.

While the heroine is not likely to spy on naked men, she is more than willing to make risqué jokes and joke about sex as if its nothing. And, man, do the boys blush hard at that.
Jiraya
Just like any good shonen series, Naruto found itself gifted with one all-star pervert when Jiraya was introduced. The character was first debuted to audiences as he snuck around a woman’s bathhouse, and the legendary ninja’s manners only worsened from there. Despite being hailed as an all-powerful sanin, Jiraya got his kicks out of peeping on women, writing naughty novels, and ogling his teammates chest with little shame. It’s amazing the man didn’t have anemia from all the nosebleeds he suffered in Naruto and Naruto Shippuden…
Master Roshi
There’s no doubt about it: Master Roshi is the reigning pervert king in anime.
While Dragon Ball fans may have once thought the fighter to be an honorable old man, Roshi is far from that. If anything, he’s a degenerate who suffers from chronic nose bleeds. The character may be strong, but fans tend to forget about Roshi’s martial arts pedigree when all he does is read dirty magazines.
