A House Divided Against Itself Cannot Stand
There have been no official story or character or start date details given out yet (though this is a developing story). However, one thing is made clear in the image: Captain America Steve Rogers will be involved.

Steve Rogers became a lightning rod in 2016, when Captain America: Steve Rogers creative team Nick Spencer and Jesus Saiz’s revealed that Rogers has been a longtime HYDRA agent. The Secret Empire is also the name of a clandestine inner circle of HYDRA, suggesting the evil organization may have even more nefarious plots (or even a real bid for world domination) yet to be revealed.
