In the episode, Mark Mardon comes to Central City seeking vengeance against Joe, who murdered his bother Clyde in the season premiere. The only problem is, Clyde has inherited the same weather-manipulating abilities that his brother possessed, making for an even deadlier incarnation of the Weather Wizard.ย
