League Of Legends' Ornn Has Shop Cooldown In ARAM, Can't Upgrade Items' Passives

Ornn's Upgradable Items And Their Stats
The specific items that Ornn could upgrade for his teammates were revealed shortly after the champion's annoucnement, but until he hit the PBE, the exact way that he'd be changing the items was unknown. Now, we've gotten our first look at how he'll help out his teammates with some enhanced items:
- Infinity Edge becomes Molten Edge
- +30 AD for 1000g
- Trinity Force becomes Trinity Fusion
- +100 HP, +100 Mana, +10 AD, +10% Attack Speed, +3% Movement Speed for 1000g
- Abyssal Mask becomes Infernal Mask
- +200 Health, +35 Magic Resist for 1000g
- Rabadon's Deathcap becomes Rabadon's Deathcrown
- +55 AP for 1000g
- The Black Cleaver becomes The Obsidian Cleaver
- +150 HP, +20 AD for 1000g
- Sunfire Cape becomes Forgefire Cape
- +200 HP, +30 Armor for 1000g
- Redemption becomes Salvation
- +100 Health, +100% Base Health Regen, +50% Base Mana Regen for 500g
- Locket of the Iron Solari becomes Circlet of the Iron Solari
- +20 Armor, +15 Magic Resist for 500g
From these choices, the support items seem to be pretty strong picks since they provide relatively cheap upgrades for items that are consistently built each game. Rabadon's got even more expensive, and though the ability power bonus is pretty huge when coupled with the item's passive, if you have enough to splurge on that item and upgrade it, you've likely already got the game in the bag.
Each teammate will be able to purchase one of the upgrades from Ornn, and the champ will be able to select one for himself as well. The most likely picks for Ornn's personal upgrades are Sunfire and The Black Cleaver, maybe even a Trinity Force if you find yourself pushing far ahead of your enemies.
The Upgraded Items' Passives Aren't Affected
Also before Ornn was launched on the PBE, there was first talk of his passive giving him the ability to alter the passive abilities of upgraded items as well, such as the movement speed from Black Cleaver and the crit damage from Infinity Edge. Some players noticed the changes and asked Ornn's designer about the absence of the passive upgrades on the PBE, and the designer responded by saying that the ability did receive some changes right before being released for testing.
There's no word on what exactly the passive changes were going to be for the items, but considering how expensive and often-picked most of them already are, they were likely pretty sizable. Smith says that even without the items' passives being changed, Ornn still accomplishes what the designer hopes for.
Ornn Will Have A Shopping Cooldown In ARAM
The massive bridge found on the Howling Abyss map that players fight on during ARAM matches is one of Ornn's many creations, but ironically, it's one place where he won't be able to freely use his passive whenever he wants. Being able to constantly pick up health packs or be healed to stay in the game while shopping whenever he wants on such a small map raised some balance concerns, so his passive will have a cooldown on it to prevent Ornn from racking up frequent shopper points.
Smith also commented that putting the cooldown context on the debuff bar during ARAM matches was another potential option, though the addition seems unlikely due to his concerns about the clarity of the ability.
