According to some recent accounts through the League of Legends official boards, the Reddit community, and some in-game conversations with other players, it seems that many League players are now finally receiving Honor Level 3 after leveling up from the default Level 2.

If you’ve reached level 3 in the honor system, you’ll definitely know by now since a notification will appear to alert you of your progress, telling you that you’re now eligible to receive Honor Capsules and loading screen flairs. The notifications will appear much in the same way as when players are informed that they’ve earned a Key Fragment. Though unlike these Fragments that don’t drop after games and can come at any time, often while logging in, the honor upgrade seems to come immediately after a game.
Though saying that it’s finally happened may be a bit of an exaggerations seeing how the new honor system has only been out across all servers for around a month now, it certainly felt like it took quite a while for some players who grew annoyed with the fact that they couldn’t see their progress move upwards towards their next-level goal regardless of what level the player started out at.
Keeping the honor progress a secret isn’t just a move to frustrate players though, as Riot Games has stated several times in the past that they have their reasons for hiding the progress between levels. The whole point of the honor system is to encourage players to recognize their teammates for performing well in-game or being a joy to play with, and while there are some rewards tied to the honor system now, improving in-game behavior and communications remains the focus. For that reason, the designers behind the honor system have said that they don’t want the leveling up process to feel like a grind, and it should instead feel like a gradual improvement over time.
OCE players got the honor system a week before others for testing and began reporting accounts of getting Honor Level 3 last week, so with more players now reporting similar results, it currently looks like it takes about a month to level up assuming there’s no regression due to problematic behavior. It’s still unclear whether or not it’s more difficult to get to higher levels past level 3, but we’ll likely find out around a month from now.
