The Game Of Thrones star could be any number of characters, but the list can be narrowed down a bit. He likely won't be a role that will appear in multiple films, as his role in Game Of Thrones keeps him fairly busy.

The Watcher is the being that keeps tabs on the entire Marvel Universe, and that sounds like the perfect type of role for Peter Dinklage.
Just like he does on Game Of Thrones, Dinklage could watch over the events of those around him and pull strings to see the balance of power shift around. The Watcher doesn't interfere often, but he could always do something to help out the Avengers.
The only hang-up here is that The Watcher first appeared in X-Men comics - meaning that the character is the property of FOX. The studios have made a deal in the past however, as Marvel gained the rights to Ego The Living Planet in exchange for FOX's permission to alter Negasonic Teenage Warhead.
Lord Chaos/Master Order
These brothers are known for interferring in everyone's business, and they do just that with the Avengers in the Infinity Gauntlet storyline.
Lord Chaos and Master Order succeed in aiding the team in their fight against Thanos, but they do so in a pretty round-about way. These beings can be hilarious at times, and Dinklage would be great as either one.
Hey, he could even play both.
The celestial beings helped create and control the universe long ago, and most of them aren't around anymore. Dinklage could come in - in total CGI fashion - and become one of these ancient beings.
The celestials were seen in Guardians of The Galaxy more than once. A dead celestial's head was the location of Knowhere, and another was scene in a flashback, destroying planets with one of the stones.
If the team is going to stop Thanos, enlisting the help of a living celestial would go a long way.
Starfox is the younger brother of Thanos, but he doesn't possess the evil qualities of his older counterpart.
Starfox ends up becoming an Avenger down the line, but the character could be utilized in a one-film, sacrificial role to aid the team against Thanos.
Everyone wants to see Red Hulk appear in the MCU, and Dinklage could help bring the character to life.
Much like Mark Ruffalo does with The Hulk, Dinklage could play a human being who gets turned into the destructive being on occasion. When Red Hulk comes to life, Dinklage could still serve as the voice.
