Phil Coulson has always been one of SHIELD's most capable agents, but he's also been Captain America's biggest fan. Once everyone finds out Captain America is Hydra, it will hit like a freight train, but Coulson has had suspicions for awhile now.
Slight spoilers ahead for Secret Empire #0, and Deadpool #31, so be warned.
In the recent preview of Deadpool #31, this thread is picked up on substantially (via ScreenRant). Time flashes back a few hours before Cap's onslaught seen in Secret Empire #0 is launched. Coulson manages to clone Cap's mobile device, where he finds information leading him to a remote location that held a big secret, a set of Chitauri eggs and a Chitauri Queen.
As noted in Secret Empire #0, this was the way Steve Rogers lured the Chitauri to attack earth. He placed the eggs and Queen on earth undetected, knowing that it would lure the hordes here until they recovered their prize. The ensuing invasion is what kept some of the more powerful heroes in space outside of the energy shield, allowing Cap to strand them outside of it with no way back in.
This wasn't the only significant turn of events in the preview though, as Coulson is knocked out of the air by an unseen projectile. His trusty Lola is careening towards earth, but before it crashes he is able to get his findings saved via a voice recording. You might think the fire came from Captain America's forces, hoping to silence the agent for good, but it turns out to be none other than Deadpool, who is seen with a rocket launcher. The story will pick up in Deadpool #31.
It might seem odd, but it does make sense to a degree, as Deadpool #27 is the actual place where his investigation started. In the issue, a few Captain America themed characters have ended up here from the future, but all they want to do is kill this era's Captain America. It's revealed that they are from the future that manifests as a result of the Secret Empire's victory, and they have come back in time to stop it. Coulson notices an issue with Cap's actions, as he plants a gun one one of the time travelers to cover up the fact that he wasn't armed. Coulson knew he wasn't armed though, and this prompts him to start his investigation in a secret SHIELD bunker. It only makes sense that Deadpool would become involved with the story's resolution since he was also involved with the beginning.
